To compile this festival example http://www.cstr.ed.ac.uk/projects/festival/manual/festival_28.html#SEC132 to do
g++ festival_example.cpp -lFestival -lestools -lestbase -leststring -lesd -lncurses
You need libesd0-dev and libncurses5-dev
